Maybe the manager was new, maybe they felt intimidated, maybe partial refund is policy, maybe someone tipped management previously and there was excess to give away, maybe the punter for whatever reason is friendly with the manager or maybe the manager was too busy which they are when I’ve been there and they reacted without thinking? Who knows?
