Yes there is a Private After Report section, which you need 50 posts to access.

IIRC It was created to prevent random "investigators" from seeing reports which may have linked shops to "illegal" activities.

Mate, once you reach your 50 posts, log out then log on again and the private massage section will appear underneath the After Report section.

What's the reasoning for restricting access until the golden 50?

I think the idea was to sus out the dedicated punters from members of the lay public like journalists etc.
But the regular after-reports are quite good (and have solid recommendations on locations anyways). The euphemisms of this forum are also quite easy to decode. Makes you wonder how useful the gate lock is.
