I know this thread is old, but having some understanding of visa legislation I though I would offer up an explanation as to why they won't ever qualify for 457 visas.

1. The definition of a skilled occupation means that they won't. A skilled occupation is something you can undertake training and receive a qualification for (which is just about everything these days). You can't go to TAFE and get a Certificate III in Prostitution.
2. Despite most of them probably being visitors, no sane Minister in this somewhat conservative age would ever put his name to that piece of legislation.
